City of Effie Pre-Bid Conference May 31st, 2007 1:00 pm
Glen Sanders of Liesch Associates began the conference at 1:00 pm. Glen gave a description of the project.
Questions:
1. All individual wells? Yes 2. Are all curbs, gutters, etc. incidental? Just some driveways are affected. 3. Can sand be used for bedding? Probably unless it’s wet. Plan to bid rock for now. 4. Should we estimate clearing? Yes, Boise will clear some but acreage will need to be completely clear. 5. Will there be conflict with underground utilities? Yes, with the phone company. It will be up to the contractor to relocate. If lines are in city/county right-of-ways, the utility company is usually responsible. 6. Is there a plan for erosion control? Just seeding. The contractor is responsible for obtaining the PCA permit. 7. Are wetlands identified in drawings? No, but 2 creeks will be crossed.
Glen Sanders stated that during the Effie Rodeo Daze work will need to stop. These dates are July 27th-29th. Any hazardous areas need to be made safe. Corky Hastings stated that he is available for dirt work if anyone is interested and can do some clearing. He also mentioned that the nearest gravel pit with appropriate materials is about 16 miles away.

Glen said that a 5% bid bond will be required on all bids. The City of Effie will be receiving funding from Rural Development, Small Cities, DEED, & PFA.
