City of Effie June 11th, 2007 Minutes

The meeting was called to order at 7:00 pm. Motion by Grady to approve the minutes of the last meeting, seconded by Liza, MCU.

Sewer Project: The council looked over the pre-bid minutes. There are 7 bidders and 35 plan holders. The bidders were given a question and answer time. The bid opening will be tomorrow at 3:00 pm. Glen Sanders will take a week to do background checks on the contractors. The city’s attorney will look them over as well. Motion by Matt to hold a special meeting on June 18th at 7:00 pm to award the bid, seconded by Grady, MCU. Tranette will find out if Bill can attend the bid opening as there would be a quorum present. · Matt stated that all but 10 easements have been signed and returned. Matt will call the remaining people. Property without signed easements will be condemned. Condemnation will not hold up construction. · The MPCA permit came through. · Matt will be filling out an environmental grant application for fixing the creek.

Flooring: Tom Magni was in town but left again. He’ll be back again later in the summer. Grady stated that it would have taken $7000-9000 to level floor to do it right. For the money, the tile is what the city could do. The issue was tabled until Tom Magni gets back.

Ordinances: Bill stated that the ordinance pack that the council had received was just a proof. He said that the City of Bigfork was meeting tomorrow and would come up with a contract price for law enforcement. Matt asked if Bill would like to go line by line over the ordinance to hear what the council thought. Bill asked that the council just turn over their copies of the ordinance with changes made.

Streetscape: Suggestions came in: · Wooden sidewalks · Old-time street lamps · Sidewalks everywhere · New curb and gutter · Western theme for town with store fronts and hitching posts · Blacktop for sidewalks · Boulevard by park · Stop light · Log benches · Plaque for statue and mosquito · Shrubbery

The council discussed the suggestions and came up with a list of preferred ideas: · Wooden sidewalk from community center to corner · Sidewalks to playground · New curb and gutter · Ask businesses about hitching posts · Uniform lighting · Log benches

Tom Boland had recently spent time in Washington and told the council about his trip. He said that the Hwy 38 work is beginning by getting County 42 ready for heavy traffic. He also said that everyone is welcome to attend the Hwy 38 Leadership meetings which are the 3rd Wednesdays of the month. Catherine McLynn has found funding for fire danger assessment if anyone is interested.

Beach Donation: The council decided not to donate toward the Bigfork beach.

Rec Area Project: The girl scouts put the flower bed in at the park. Jeff Powell will brush by the ice rink so that the girls can paint the rink.

Rodeo/Miss Effie: The kid’s games will be at the Community Center this year. Dave Olson would be willing to let his yard be used if needed for the games. The council stated that any city land can be used for the Rodeo Daze. Private land owners can give permission if they’d like. Donating to the Rodeo Daze and Miss Effie was tabled until the July meeting.

Joint Powers Board Community Plan: Bill will contact them.

Old School: Liza stated that she is getting a bid/estimate on boarding up the windows.

Transfer of Local Board of appeal and Equalization Duties: Motion by Grady to approve the transfer, seconded by Liza, MCU.

Training: Motion by Matt to hire Angie Storie at $13/hr to train Tranette on the new accounting software, seconded by Grady, MCU.

Bathroom: The septic has been backing up in the drain in the bathroom floor. Motion by Matt to have Barry Pigman router the line and troubleshoot the problem, seconded by Liza, MCU.

Bills: Motion by Grady to pay the bills, seconded by Liza, MCU.

Motion by Matt to adjourn the meeting, seconded by Grady, MCU.
