May 11, 2009 Minutes

In attendance were Mayor Matt David, Tim Stewart, Lil Black and Liza Erickson

The meeting was called to order.

Mayor David opened the public forum. Dave Olson spoke about the need for a new basketball hoop at the playground. Tim Grady talked about the need for getting land reclassified as agricultural.

Minutes: Minutes were approved in a motion by Liza, seconded by Lil motion carried unanimously (MCU).

OLD BUSINESS

Sewer Update: Pugh Brothers came with a proposal to change the amount of the seeding contract to $9,500 from $13,500. Motion by Matt to approve of the change, seconded by Liza, motion carried with Tim abstaining. Motion by Liza seconded by Matt to change the engineering agreement amount to $2,450, MCU. This is $2,500 less than the original amount. The funds will come from the USDA grant agreement. Motion by Liza second by Matt to pay Joe Zimmer for an extra 20 hours for inspections, putting interior sheeting in the sewer shed and doing other various extra jobs, MCU.

Housing Rehab: Matt stated that applications could be obtained from him or the Clerk. Building on the applications that had been approved already should start this summer.

Amended Building Committee Resolution: Motion by Matt, seconded by Lisa to approve the resolution as amended, MCU.

Basketball Hoops: A grant of $300 was received from Operation Round-Up. Dave Olson has found another $150 in donations from local businesses. Installation cost would have been $365 but Lovdahl & Sons will donate their time to install. Motion by Liza second by Stewart to pay the balance of the cost of the hoops after the grant awards by People in Business Care are awarded on May 13th, MCU.

NEW BUSINESS

Miss Effie Donation Request: Last year the donation was made through the rodeo committee. There was discussion of doing it that way again this year. Lil will be in contact with Crystal Fisher to find out more about the pageant and the request was tabled until next month.

Building Permit for Godfrey Knight: Motion by Matt seconded by Liza to approve, MCU. Godfrey volunteered to build a heated log cabin for the City if they are interested.

Lawn Mowing: Motion by Tim seconded by Liza to hire Eagle Custom Service again this year, MCU. Some citizens asked that the ball field get a little more attention this year.

Lil brought up the need for an ordinance for nuisance and garbage. The Council discussed this and it was tabled until August after the sewer and rodeo are complete.

The need for a 12-16 foot step ladder was discussed. Motion by Liza to buy a ladder, seconded by Tim, MCU.

Tim talked about the need to fill the pothole in front of Effie Country Service. Matt stated it was the State’s responsibility. Tim will call the DOT to address the issue.

Bills: Motion to approve the bills by Liza, seconded by Matt, MCU.

Motion to adjourn by Matt, seconded by Liza, MCU at 8:30 p.m.
