City of Effie May 14th, 2007 Minutes

In attendance: Matt David, Bill Hastings, Lil Black, Liza Peterson, T.J. Grady. Absent: Tranette Stevens

The meeting was called to order at 7:00 pm. Motion by Grady to approve the minutes of the last meeting, seconded by Bill, MCU.

Sewer Project: Motion by Matt to approve the Final Design, seconded by Liza, MCU. Motion by Matt to approve the Authorization to Bid, seconded Liza, MCU. The council discussed getting a cell phone for Matt to use during the sewer construction months. Motion by Grady to approve the cell phone, seconded by Liza, MCU. Grady asked about putting outhouses over holding tanks. Matt will look into it. Pre-bid for construction has been set for May 31st at 1:00 pm. Bid opening has been set for June 12th at 3:00 pm. Matt is getting estimates on tank abandonment. He has contacted the Iron Range Resources Committee to see about getting a $50,000 grant.

Flooring: Tom Magni will be back in June. He will look at the tiles. Liza will get prices on cleaning equipment and shades.

Streetscape: Tranette will put an explanation on the suggestion box at the café with some examples of streetscape ideas. Matt will look at the ideas at the next council meeting.

Zaspel: Motion by Matt to approve Zaspel Lawn Care for the city’s mowing, seconded by Grady, MCU.

Flowers: Motion by Liza to pay for the city flowers, seconded by Bill, MCU.

Ordinances: Bill had a 20 page nuisance ordinance ready for the council to approve. Bill asked for approval of the ordinance by the next Monday. Matt stated that the council should look over the ordinance. The issue was tabled until the June meeting.

New Business:

Girl Scouts: Motion by Grady to approve a $500 donation to the girl scouts for paint to fix up the recreation area, seconded by Liza, MCU. The girl scouts also asked if the council would approve flowers and a girl scout statue being placed in front of the park and naming it Effie Memorial Park. Motion by Liza to approve the memorial, seconded by Lil, MCU.

Bigfork Beach: The council tabled the Bigfork Beach donation.

Insurance Waiver: Motion by Matt to say no to the insurance waiver, seconded by Grady, MCU.

Building Permits: Motion by Grady to approve Matt David and Effie Café’s building permits, seconded by Liza, MCU.

City Flags: Bill stated that he found a company to make the city flags for $600 total. Motion by Bill to order the flags, seconded by Liza, MCU. Bills: Motion by Matt to pay the bills, seconded by Liza, MCU.

Other Business:

David Olson asked the council to find a physical address for the old Catholic church. A resident asked if the city could purchase “children at play” signs. Tranette will price signs for the next council meeting. Lil asked if something could be done about the dust coming off the road by her house. Matt will talk to the county about it.
